In 1992 Douglas was described by Justice Thomas as "a dangerous menace to women" was on parole for a previous rape. The judge said he found it inexplicable that a man convicted of rape was free to rape again.

The Rotorua High Court heard Douglas offended upon his young victim between two and five times every day when she was between 4 and 12. He would give the girl $40 on a number of occasions and would get angry when the victim resisted his offer. Even when the victim told her brother that Douglas touched her it didn't deter this creature from offending. He previously completed Rape Therapy Programmes but did not work. He showed no willingness in a psychological report in 1998 to attended the Te Piriti or Kia Marama (Sex Offenders Treatment Programmes). Pre-sentence report assesses him as posing "high" to "very high" risk of serious violent and sexual reoffending and having no motivation to change.
