Holtz, a Black Power Sergeant at arms, was on parole for another violent attack on an Indian shopkeeper at the time of this offence. He specialized in robberies of Indian owned shops. His first assault conviction was at 15, and he had accumulated 50 more convictions by the time he killed Mr Prasad. His death was preventable, had Holtz been locked up for life after the last attack.
