Background
Info from Sunday Star Times article July 11th 2004 in condensed form here
The convicted sex offender uncle of tragic Carterton toddler Lillybing is associating with children, apparently in breach of his probation conditions. Louis Rokati Karaitiana, 54, jailed for two years and three months in July 2002, was released on parole three months ago and lives in Upper Hutt
One of the children he has contact with is Lillybing's sister. Her uncle was jailed after admitting indecently assaulting a 13-year-old girl. In Upper Hutt he is living with relatives. He is required to report to a probation officer and undergo random checks. His conditions specify he must not have contact with children aged under 16, directly or indirectly, unless under the direct supervision of an adult approved by a probation officer.
He admitted to the Sunday Star Times he had had contact with young children without the probation service knowing because unexpected visitors had come to the house with children. He confirmed one of the children he has had contact with was Lillybing's four-year-old sister Te Waipuhoro, also called Te Wai, who was brought to the house by her caregiver.
The policeman who dealt with Karaitiana in 2002, Detective Mana Faraimo, said Karaitiana had "regularly" breached his bail conditions when facing trial over the indecent assault charge. "He was arrested and put before the court each time".
Meanwhile the mother of the 13-year-old girl who was abused said she was afraid Karaitiana would agin be able to breach his parole conditions and nothing would be done. She was concerned his family was protecting him. She said her daughter had tried to commit suicide over the case two years ago, but was now coping better.
