Background
In the Wellington High Court, Justice Denis Clifford said Locke's offending was premeditated and repetitive over a considerable period, it had irreparably harmed his vulnerable victims, the fact it had actually physically harmed one of his victims and that it was a gross abuse of trust for someone who was a parental figure in respect of the victims. The judge gave an 18 month sentence deduction because of Locke's guilty pleas and ill health.
