Background
Miller is one of the few offenders to be given two concurrent sentences of preventive detention in NZ history. Despite his past history of offending Miller was not previously imprisoned due to his mental retardation. The Court said because of the real and ongoing threat Miller posed to children an indefinite sentence was the only option.
