Background
From Brian Harmer's WYSIWYG News March 1997;
"Jack Paki, 30, requested admission to psychiatric units on ten separate occasions. On a previous court appearance, he was sentenced to an institution for six months. The facility at Palmerston North turned him out the day after he was admitted, and rebuffed his attempts to re-enter. The day after the last refusal, in what is described as a "hypermanic state of altered perceptions" he broke into a house chosen at random and raped its female occupant.
An inquiry into the events is now happening, but all sides agree that both the victim and the perpetrator were badly let down by a defective mental health system.
