Background
Was released in 1992 despite public outcry and protests from the Police Association. At the time of 1985 sentencing the Police wanted Stephens to be given preventive detention. After hearing submissions the trial judge agreed with Stephens' lawyer that he was he was too young and that anyone under 25 was ineligible for preventive detention at the time. A background check reveals Stephens was in fact aged 26 in 1985 and not 22.
