From an AAP article here
A 62-year-old one-armed sex offender already under an extended supervision order has been able to convince a New Zealand mother to let him babysit her two young daughters.
He ended up touching the chest of one of the girls, with his hand inside her clothing. Another girl had already been touched on the chest on an earlier visit to the home of Kevin Arthur Thompson, the Christchurch Court News website has reported. The girls were aged just six and 10 at the time and the offending has now brought an open-ended preventive detention sentence for the repeat offender. Thompson had been jailed before over 12 years of sex offending against children, Justice John Wild noted in the sentencing at the High Court in Christchurch on Thursday.
He had pleaded guilty to four charges of sexual conduct with a child under 12, six days before his trial was due to start. He was imprisoned for four years and nine months in 1996 for sexual violation and indecent assault on a 12-year-old girl. In May 2001 he was fined $NZ6,000 ($A4,760) for showing a pornographic video to two boys, when he was babysitting a six-year-old.
In 2002 he was jailed for three years for the indecent assault of a six-year-old girl and warned he would be considered for preventive detention if he offended again. Two girls ended up at his home when their mothers saw Thompson struggling home one-armed with his groceries, and got the girls to help. They were given lollies, and "cuddled" before the touching began.
Thompson was under a 10 year extended supervision order as a repeat sex offender at the time. Justice Wild said the preventive detention sentence was justified because of the repeat offending, its seriousness, the harm he had done, the likelihood of reoffending, the failure of past treatment efforts, and the need to protect the community. It will be seven years before the Parole Board can start to consider him for release
From Christchurch Press story 16th August 1996
A man who pleaded guilty to two representative charges of sexual violation was sentenced to four years nine months jail by Justice Moran.
On a charge of indecent assault, Kevin Arthur Thompson, 51, a yardman, received six months jail. He was convicted and discharged on charges of sale of liquor without a licence and unlawful possession of a firearm. A charge of sexual intercourse with an under-age girl was dismissed because it was laid outside the time limit.
In passing sentence, Justice Moran said the offences involved one complainant, a girl now aged 15. Thompson had begun offending against the complainant when she was aged 12, and had eventually ``sunk to the nadir of full intercourse'' with the girl. On occasions, Thompson had given her vodka while indecently assaulting her.
His Honour said the victim impact report showed the complainant had suffered hurt and loss of self-esteem. The offences constituted a gross abuse of trust, ultimately involving many acts of sexual intercourse. His Honour said the child may well have been precocious, but the law was designed to protect children from adults. Appearing for Thompson, Gerald Lascelles said younger children were more sophisticated than 20 years ago.
Mr Lascelles said the complainant had sought out Thompson over a long period, and was a willing participant. Thompson had pleaded guilty promptly, sparing her the need to appear in court. For the Crown, Mark Zarifeh said it was clear the complainant was suffering emotionally. Effects of the offending could be long-term, and it was clear it had started when the complainant was aged 12. Mr Zarifeh said it was a gross breach of trust, and the victim felt completely controlled by Thompson. The use of alcohol was an aggravating feature. A substantial term of imprisonment was called for.
In May 2001, Thompson was convicted on three charges of showing objectionable material to children. The court was told that three children, aged eight, six and five, had been dropped off by their mothers at the home of a friend, who was looking after them. Thompson had come around and taken the children to the beach. He then took them home and showed them a pornographic video. When the children revealed the events to their mother the next day, she went to the police.
In July 2002, Thompson admitted indecently assaulting a six year old girl. The court was told Thompson groomed the girl by offering her sweets. He continued to reoffend despite completing the Kia Marama programme. He was warned he faced preventative detention if he continued to offend.
Christchurch Press story July 2002
A paedophile who prepared a little girl for a sexual assault by giving her lollies was warned he faced preventive detention if the offence was repeated.
Kevin Arthur Thompson, 57, a sickness beneficiary, was jailed for three years by Christchurch District Court Judge Stephen Erber after admitting indecently assaulting a six-year-old child. The judge said Thompson had obviously groomed the child by offering her sweets, and also his “friendly face”.He had fondled the child sexually, including putting his hand under her underwear.
The judge said Thompson had earlier similar convictions, and he had exhibited grooming behaviour before. He had done the Kia Marama programme, yet had reoffended despite the benefits he should have got.“You are a paedophile, and are warned that if there is any repeat of the offending, preventive detention would have to be considered, ” said the judge.
Thompson had two previous convictions for indecent assault, and also for unlawful sexual connection. Disturbingly, last year he had also been convicted for displaying objectionable material to a person under 18. Bearing in mind the age of Thompson’s latest victim, a significant jail term had to be imposed, said the judge.
