Eric William Walker's sex offending stretches over almost 40 years, and the 62-year-old is still assessed as being a high risk as he begins a long jail term. Christchurch District Court Judge Colin Doherty jailed the shopkeeper for eight years and imposed a minimum non-parole term of five years, mainly for the protection of the community.
Walker completed the Kia Marama treatment programme for sex offenders when he was in prison in the 1990s. "You have shown a propensity over a long period of years that from time to time you have offended against young girls. You remain at a high risk," said Judge Doherty.
Walker sentenced on three rape charges against one girl, one of having unlawful sexual connection, one indecent assault, and five of doing an indecent act. The offending involved four girls aged 10 to 14 years with whom Walker came into contact. Details of that contact were suppressed. Some family members of the girls were in court for the sentencing.
Judge Doherty said the victims all showed signs of behaviour which could be attributed to the impact of Walker's offending. "They are confused. They have suffered in their personal lives. Their education has suffered. One of them has anger issues. They fear the dark. They cling to their parents. They have stomach aches. One of them has engaged in harming herself. Their sleep is disrupted. They are unhappy. "These are all the sad consequences of actions such as those you perpetrated on them."
He noted that Walker had three convictions in 1968 for doing indecent acts, and had been jailed for three years in 1994 for three more charges of doing indecent acts. Defence counsel Jeff McCall argued against the call from crown prosecutor Zannah Johnston for a minimum non-parole term. He said Walker was already facing a long term of imprisonment and would be an old man when he was released.
He said Walker's instructions had been clear in wanting to enter an early guilty plea to ensure the children did not face the ordeal of a trial. Judge Doherty said the pre-sentence report indicated Walker underestimated the abusive nature of his relationship with the four girls. "You believe that the main victim was a willing participant. Until you are able to appreciate otherwise, you are unlikely to be able to understand the effect on the victims, " said the judge.
Walker completed the Kia Marama treatment program while in prison in the late 1990's. It didn't work!
