1.1 I make this personal submission in relation to the Prisoners & Victims Claims Bill.
1.2 I request to be heard in support of this submission.

1.4 My daughter Colleen Burrows was murdered by Sam Te Hei in a brutal cold blooded calculated killing in 1987.Te Hei kicked and bashed my daughter to death because she refused to have sex with him and his mates.
My family don’t want any of the money Te Hei has been awarded by the Court, we will give it to the Sensible Sentencing Trust. It is the law that allows criminals like Te Hei to get compensation that needs changing.
Te Hei says he has been treated badly in Prison – He kicked and bashed my little girl so bad that she was not recognizable.
Te Hei says his Human Rights were breached - Te Hei dumped my little girl on the River Bed and continued to kick and beat her then ran her over with his car.
Now he wants Human Rights!!! Human Rights are for Human beings.. Te Hei is not a Human being.
He was sentenced to life imprisonment, he should never get parole. He should never get any Compensation. Te Hei is a CRIMINAL - prison is for punishment!! Life should mean "Life in Prison".
2.1 I support the proposed legislation in that the rights of Victims’ need to be strengthened.
2.2 I oppose any sort of Prisoner Compensation. Compensation should not be used as any sort of "remedy".
2.3 I look forward to expanding on the issue of Prisoners’ Compensation in my verbal submission before the select committee.
