Background
The Dunedin High Court was told Bungard was a "recidivist sex offender against young boys" and young boys were not safe while he was at large. Bungard had undergone the full Kia Marama therapy programme but was still considered a menace. Incredibly noted in the Parole Board decision of 04/09/08 that Bungard has since expressed willingness to attend the Te Piriti programme. He is subsequently waitlisted until March/April 2009 to attend that programme.
