A former Otorohanga man has been jailed for 10 years on 14 charges of sexually violating and indecently assaulting young boys. Peter Charles Hallmond, 41, was jailed yesterday in the Hamilton District Court for what Judge James Rota called predatory behaviour, where Hallmond had preyed on his victims and breached their trust and that of their parents. Hallmond had moved to the Wellington region after living in Otorohanga and working as a panelbeater.
The charges cover a 10-year period from 1990 to last year, when he admitted his offending to police. His seven victims were aged from 10 to 16. One of the boys was abused over eight years. The offending took place in Hamilton, Wellington, Porirua and two small Waikato towns. Lawyer Wayne Dollimore told the court his client realised he had a problem and knew he needed help. He was genuinely remorseful for what he had done and was aware of the impact on his victims.
"At times during the offending, he was sickened by what he had done," Mr Dollimore said. Hallmond's sexual offending ranged from fondling the boys' genitals while they were asleep in bed, attempted anal intercourse and performing oral sex on them. He admitted one charge of assault with intent to commit sexual violation, where he used force to get one of his victims to perform oral sex on him.
Crown prosecutor Craig Stephenson told the court Hallmond had abused the positions of trust he had been in."At times he sought out the boys in their beds while they were sleeping." The impact on the victims had been "severe". Mr Stephenson said Hallmond asked that the charges not be read out in court because he feared it would have an impact when he reached jail.
Judge Rota said it was inevitable some of Hallmond's victims would eventually offend in the same manner as him. "It is the experience of this court that victims such as these will go on to live lives of serious dysfunction . . . . your tampering of them will cause them to go on to have lives none of us would want to live. "He said it was of "paramount importance" that the public should be warned and protected from Hallmond.
