A man with a 12-year history of sex offences who indecently rubbed himself
against a schoolgirl on a bus was yesterday sentenced to 13 months jail by a
Christchurch District Court judge.
Ian Lindsay Harpur, 35, an injection moulder, admitted indecent assault in the December 2 incident involving a 14- year-old. Judge Somerville said Harpur's "clearly longstanding problem" had been dealt with by the courts with supervision on the last four of his six related convictions since 1985. He had already completed a sex offenders' programme. "While there was a gap between 1989 and 1993 and from then until this offence, clearly you have not overcome this problem. I have concern whether further attending of the (sex offenders') programme will make any difference," he said.
"It is in the interests of the wider public that you are placed somewhere where you cannot offend. At the end of the day you will be supervised on your return to the community." The judge rejected submissions by Tony Garrett, for Harpur, that a prison term would result in Harpur being more isolated and lonely on his release and even more likely to reoffend.
