A convicted rapist who led police on a month-long hunt after skipping bail on a kidnap charge is awaiting sentence after pleading guilty. Hiro Joe, 24, admitted the kidnap - committed while he was on parole - and dangerous driving and driving under the influence of alcohol in Porirua District Court on Tuesday. Joe, jailed for raping a 15-year-old girl in 2002, was freed on parole after more than two years of a six-year sentence.
On December 30 he accepted a lift from an acquaintance whom he then kidnapped. During the journey Joe, who was drunk, took control of the car, drove dangerously along the Kapiti Coast and stopped his passenger getting out. Joe was recalled to prison after his arrest in December but was granted bail on the new charges on January 5, though he was considered a "high risk of violent offending and a medium-high risk of sexual offending" by psychologists.
He failed to appear in court on January 30, sparking a hunt which led to a police raid on an Auckland address, only to find Joe had already fled. He was eventually arrested in Foxton in early February after a member of the public recognised him from a description on radio.
When Joe was paroled for the 2002 rape, the Parole Board took into account that he had completed Kia Marama - a highly regarded voluntary programme for men nearing the end of a sentence for sexual offences against children. Leigh Woodman, of the Sensible Sentencing Trust, said the case proved parole did not work for violent offenders. Joe was remanded in custody for sentencing at Wellington District Court on May 25.
