A defiant New Plymouth man described as a sexual predator shook his head from the dock as he was sentenced to five years in prison for sexually assaulting two children. Neil James Powell, 45, appeared in the New Plymouth District Court yesterday after being found guilty on two charges of indecent assault on a
female between the age of 12 and 16, two of unlawful sexual connection with a female under 12 and on of an indecent act to insult.
Powell continued to protest his innocence during two trials, one for each victim, and upon sentence was given a non-parole period of three and-a-half years to reflect his lack of remorse and failure to take part in rehabilitation. Judge Allan Roberts told Powell he agreed wholeheartedly with both juries' decisions and said Powell had a deep-seated and unhealthy affinity for young girls. "You were convicted in 1995 for having sex with a female under the age of 16," the judge said. "Your continued denial shows you have no insight into your behaviour and see yourself as the person offended against."
The court was told that between 2004 and 2006 Powell sexually violated an eight-year-old girl on two separate occasions. During that time he also exposed his genitals and inappropriately touched a 15-year- old girl. Powell knew both victims. In a victim impact statement the eight-year-old, now 14, described Powell as a creep and said she hated him. His other victim, now 16, said she was unable to trust men as a result of the abuse. The judge said Powell was a repeat offender and needed rehabilitation.
