Last month, Purvis appeared before the Parole Board, which imposed five release conditions that will last for six months past his statutory release date. Those conditions include Purvis being prevented from using a computer or electronic equipment capable of accessing the internet, to reside at an approved address, no contact with victim(s), and no contact with those under the age of 16.

A Dunedin woman is furious a man convicted of sex charges will be released on parole on Monday even though her daughter, the victim, was denied a chance to speak at his parole hearing this week. Graeme Murray Purvis was jailed for 27 months in October 2004 for sexually molesting the victim more than 14 years ago. He has also breached previous parole conditions. He is due for release on parole in Dunedin even though the victim, who is on the Victim Notification Register, was not informed he was being considered for parole.
"He's going to be released into the community here and my daughter is absolutely terrified," the victim's mother said yesterday. She was concerned her daughter had lost her rights to go to the Parole Board, she said. At Purvis' sentencing in 2004, the court was told the victim regarded Purvis as a parental figure. When she was aged 13, Purvis, then 27, masturbated in front of her and indecently assaulted her many times during the 18 months from January 1989.
The board is refusing to revoke its decision to release Purvis, despite being required to notify a victim on the register when an offender is being considered for parole. New Zealand Parole Board communications manager Steve Rendle said yesterday the board greatly regretted the registered victim was not informed before Tuesday's hearing, but there were insufficient grounds for the board to revoke its decision.
The victim was not notified because of an "administration error", he said. It was extremely unusual for registered victims not to be advised of hearings, as required. A letter was sent to the victim on April 18 advising the board had declined home detention for Purvis. The letter said the board would consider Purvis for parole at a hearing in about two months and a further letter would be sent advising the date. That letter was never sent.
